Description: Electricity is built up in the fingertips of the user who then makes a gun-like pose with their hands (both middle and index finger extended). From this position "bullets" of electricity may be fired at will that travel 10m/s. These bullets deliver painful shocks at the point of contact and can singe clothing and leave 1st degree burns due to releasing its charge upon impact with any solid object. The resulting impact is enough to parry/redirect small projectiles (kunai/senbon/shuriken) midair, but are non-lethal as they lack the ability to piece flesh because of the discharge upon impact. One or both hands may be used, but only 15 "rounds" in total may be fired before the electrical charge in the user's fingertips is depleted. No hand signs are necessary to initiate the jutsu allowing for a fast draw.

Description:The user generates a blood red 5' chakra senbon from their clan's ability to use anti-healing chakra to create a needle that increases the severity of an already afflicted woud. Despite it moving at 15mp/s the needle deals no damage of it's own, and is barely noticeable when it makes contact. Once it does hit the target, it reverses the natural healing process of the human body causing the wound to increase in severity. A gash/cut will increase by an inch. A burn will increase to it's next severity, exceptions being third degree burns. Broken bones are exempted from the technique.

Description:A basic technique were the user channels a miniscule amount of chakra into their arm before throwing a projectile(chakra base or others), increasing the penetration of it by 3/4" and it's speed by 20mp/s. The effect is only viable for projectiles that are actually thrown from one's hand.

This is primarily used to close wounds, capable of stopping bleeding from lacerations of 1 inches in depth and lower by closing them; it can also be used offensively, using the compressed fire to ravage opponents from up to 5 meters away with painful first degree burns.

Description: The user expels raiton chakra from their body, the chakra forming into a hundred 1 inch senbons a front of them. Relatively weak on their own each senbon can barely penetrate 1/4" in into the flesh and with a hardly noticeable electrical shock when thrown at a speed of 15 mp/s. However it's when they are thrown in great numbers(50 or more) does the number of 'paper thin' cuts adds up and the shocks equals that of a 1st degree electrical burn(must hit flesh). Defensively they can block two chakra based attacks of the same rate or one jutsu a rank higher this excludes fuuton. Physically touching the wall of senbons will cause the same electrical damage as if being hit by it.

Description:The medical nin internally floods their brain with raiton chakra, hyper stimulating the brain synapses caused them to fire at an extremely high rate. Furthermore the increased activity of the synapses 'open' ups the individual mind more, allowing them to grasps concepts, theories, etc. better than previous thought. This increase of intelligence translates in better understanding of known techniques.
Increase the power of the next technique by +1(excluding taijutsu), while lowering the distance of the technique can travel by a -1, meaning a B-rank technique that travels 30m. will instead travel 20, etc. The lowest possible distance will always be applied.

Description:A technique that requires the practitioner to have the special trait ace eye for it to be used properly, the technique receives a -1 in power if not. The Guanyin practitioner will throw a senbon or a chakra-based one at 18mp/s aiming for the point where the top of the ear joins the side of the opponent's face also known as Gallbladder 2. Using the anti-healing chakra properties to cause the area to create a migraine that persist for two turns and disrupting a jutsu 1 rank higher or lower that were being cast at the time(this is done by breaking their concentration via the migraine).Not only that do to the severity of the migraine the opponent will lack focus resulting in 50% in reaction time.

Ripping them out is possible but with the risk of additional inch damage done to the effective area.

Description: Pouring Katon chakra out of his body Nanashi is able to form three solid fire structures that looks eerily similar to a cat a house cat to be exact equipped with 1 teeth and claws. Having no will or mental capabilities of their own these 'animals' are program to do one thing and one thing only . . . attack and explode. Theses menacing creatures will charge(with speeds of 10 meters per second) at any who doesn't have Nanashi's chakra signature, attempting to strike at them with claws and teeth. If they manage to latch onto target they will react violently and explode, consuming the opponent in a fire ball that causes major 2nd degree burns and minor bruising. The cats make a distinct sound that is similar to that of a cat being kicked, hence the name, before they explode. When they go out of the 25 meter range, they will explode in a meter radius, causing light 1st degree burns to those caught on the fringe( 1 - 2 feet) of the explosion.

This jutsu can be used in conjunction with suiton, allowing for an increase in range by forcing the raiton to travel along the surface of the water.

Description:The user concentrates Raiton chakra in his finger, violent amounts of it, and touches his opponent. He sends a surge of raiton chakra trough the opponent's body, more specifically, trough his nerve network. The opponent will start shake like he's having a epileptic attack, but only for a couple of seconds (less than a post). His nerves will be highly damaged, to the point where he could hardly move for 2 Posts; he receives -1 to his movement speed. Even when the effect passes, a trace of it still remains: even the slightest touch to the opponent's skin will feel like somebody's cutting their flesh, or burning them; hence the name, Burning Touch. The secondary effect will last for 5 Posts after the user uses the technique. It costs 20 Chakra to use the technique.

Description:The user of this jutsu emits a spear like stream of lightning from their mouth, capable of piercing through unprotected flesh and breaking bones. The piercing ability of this jutsu allows it to go through C rank armor and below with ease. Given one post for prep time the raiton can also be focused and refined into a straight beam, taking on the appearance of a laser. While the lightning is concentrated in that way it is capable of piercing through B rank armor and through the flesh of an opponent.

Description:The user converts their chakra to an oil solution inside their mouth and throat, holding it for a moment before spitting it out. As they spit it, they simultaneously ignite it, causing it to be expelled in a massive fireball. While this fireball doesn't travel as far as others in the family such as Fire Style: Great Fireball, the flames are far more intense, capable of causing third degree burns on contact. In addition, as they are fuel based, the flames will cling to whatever they touch, allowing the user to utilise this technique to block off pathways and block enemies in.

Description:The user inhales deeply, flooding their throat with an immensely thick layer of chakra, which they hold for a few seconds. They then exhale this chakra, converting it into flames as it leaves their lips. The fireball takes the form of a Chinese Dragon Head which rapidly flies towards the intended target at 20meters per second. On impact, the fireball will explode towards the object it hit, devouring it in flames. These flames will cause third degree burns on the surrounding area, and will cause fourth degree burns in the centre of the impact area.

Description:Shadow Doppelganger Technique creates up to 4 clones of the user. Unlike the regular Bunshin, these clones are actual copies, not illusions. The user's chakra is evenly distributed among every clone, giving each one an equal fraction of the user's overall power. Because they are created this way, even the Sharingan and Byakugan can't distinguish them from the original. The user of this technique must form a hand sign to create the clones, they cannot form them simply by will. The clones will be created in roughly the same physical condition as the original [wounds and debuffs present on creation are copied over]; also, the user must equally divide their chakra among the clones, potentially using up all their chakra quickly if the user is low on chakra or makes too many clones. The clones are capable of performing techniques on their own and can even bleed. They can also disperse on the user's whim. A characteristic that is unique to the Shadow Clone Technique is that any experience the clones gain during their existence is transferred to the user once they are dispersed. This makes the technique ideal for spying, since the user can simply send a clone to spy on a target, then have the clone disperse itself without returning to pass the information back to the user. THE USER REGAINS THE CHAKRA THE CLONE HAD IF AND ONLY IF HE/SHE DISPERSES IT OF HIS/HER OWN WILL. TAKES A 1 POST PREP TO DISPERSE.

When you create a shadow clone, your chakra is divided among it/them. For example, let's say you're a Chuunin with max chakra. Your current chakra, 200, would be reduced by 20 for the cost of the jutsu; you want to make 4 clones, so your chakra is divided by 4. This gives each clone a 1/4th of your chakra. So, each clone would have 45 chakra. Being that they are shadow clones, they are each able to perform jutsu themselves; they have their own separate chakra pool, and also follow their own cool downs for jutsu. Each Shadow Clone has a reserve of stamina; their individual chakra is reduced by an amount appropriate amount to the damage done (E-10, D-15, C-20, B-25, A-30, S-35). The clone automatically disperses when it runs out of chakra, or when hit by any attack that can cause a noteworthy level of physical damage [second/third degree burns, broken bones, stab wounds, etc] If the original uses a technique before creating the shadow clones, the remaining cooldown on the technique applies to all clones created.

Name: Chakra Scalpel (チャクラのメス ~ Chakura no Mesu)

Description:Easily one of the most versatile techniques in a medic-nin's arsenal and notorious for the damage it can bring in combat. After making the tiger, horse, and rat seals respectively, the user channels chakra 1-inch around the hands, sharpening it to the point where it can easily slice through materials like wood and flesh. In turn, the user can use this technique for highly accurate incisions necessary for surgeries and anatomical dissections. Unlike regular scalpels, the chakra scalpel can make more precise cuts that reduce the risk of infection during surgery. The chakra scalpel can also be used offensively. While the user won't be able to exert the precision needed to make fatal cuts due to the relative chaos of battle (the deepest it can cut is 2 and 1/2 inches), it can still effectively cut muscle tissues and tendons, giving it the potential to render target areas immobile if cut. Slicing skin with the chakra scalpel requires the user's hands to come within an inch of the target. Slicing skin and muscle requires the user to be physically in contact with the target. In addition, the technique also gives the user an increased level of durability over their chakra clad hands, able to endure three hits of an A-rank or lower non-elemental blade before receiving damage.

Description:(Requires A rank medical for hair growth, without it, this can only be used once per thread.)
This technique essentially hardens the hair on the user's head and shoots it continuously at the enemy until the user is temporarily bald at 10 needles per square foot per round and at an an 50 degree angle at 45mp/s. At the same time that the user kneads the chakra needed for the jutsu and firing their hair as needles, they activate and repair their own hair roots with medical energy causing the hair to grow at an accelerated rate, thus making repeated use possible without balding for long periods of time, once the cool down is complete, the user's hair has regrown to its full length! The sharpened points of the hair can turn the target's entire body into a pincushion with 6" needles, penetrating to the centre of bone, or 5" deep, potentially pinning the victim to whatever surface they're near. The major Danger for the victim however, is the sheer speed of the technique as well as having a large, adjustable hit diameter and the sheer amount, being in the hundreds range(no more than 400).

Description: One-post preparation is optional. By reading their opponent's body movements and gauging the potential power behind an attack, the user anticipates where an attack will strike and pre-emptively applies medical treatment to the area. The chakra channeled to the area in question stimulates and hastens the cell recreation process even before the attack strikes, essentially over-healing the area and in turn reducing the damage that would have been taken by one rank (two if the user took a preparation post). This technique is useful in the fact that the user can use it in order to persevere through an attack that otherwise might have incapacitated them, surprising the opponent and leaving them open to counterattack. The leftover wound suffered, in addition, will heal slowly over the course of the following three posts.

Shock Bullets is fine, just be sure to update it when the Raiton library is updated.

Bloodletting Senbon and Basic Precision are fine.

Suture is fine.

Lightning Senbon - Lower the speed to 15 meters per second and increase the cooldown to the duration + 3.

Hyper Stimulation - No long-lasting +1s or -1s. Change the effect of this.

Parietal Overload - Take out the -1 without ace eye part, and change the reaction time debuff to a -1 tier rather than 50%. Increase the cooldown to 6 posts and add a different drawback to replace the ace eye one.

Burying Needle - Increase the cooldown to six posts.

Kicked Cat - Increase the cooldown to seven posts.

Gut Check is fine.

Burning Touch - Increase the cooldown to seven posts.

All library jutsu from the Katon, Raiton, Medical Ninjutsu and Ninjutsu libraries are fine, just be sure to update them when their corresponding libraries are updated.

Equivalent Exchange is fine.

Needle Hell - Provide an estimate on the total number of projectiles (i.e. dozens, hundreds, etc.) and lower the speed to 45 m/s maximum. Increase the cooldown to eight posts. As a side note, this is an A-Rank technique, and thus cannot be used with B-Rank medical. The user has to have both A-Rank Ninjutsu and A-Rank Medical; otherwise, it cannot be used. If you don't like that, remove Medical from the technique entirely.

Edited everything like asked. Though I did make some other changes.

Lightning Senbon Barrage, has been changed slightly. Instead of three post duration, It's now instant.

Hyper Stimulation has been changed slightly. It now gives a +1 to the next technique used, while shorten it's distance by -1.

Partial Overload will be replaced by something else or redone once I find a better alternative.

These are looking fine to me, so your jutsu list update is approved. You can work out the Parietal Overload replacement in your jutsu registration whenever you're ready, you'll get it free of cost or training so long as it is the same rank as Parietal Overload was.
