Mission name: Pay to Play
Mission rank: C
Objective: Conduct basic reconnaissance on the Golden Horn Casino
Location: Golden Horn Casino
Reward: 200 ryo
Mission description: A reliable source has informed us of some potentially illicit dealings between the operating organization of the Golden Horn Casino and members of Kumogakure’s current administration. Due to the high amount of traffic going in and out of the casino as from the tourism spike caused by the exams, security is extremely high. This assignment is simply a convert reconnaissance mission. You are to pose as nothing more than a patron of the casino and play at the tables. We need to gather information before we can order a more in-depth investigation. You are not to engage or infiltrate any non-public areas. Once again, you are there only to observe and report any suspicious dealings. Any losses incurred while undercover shall be reimbursed by the office of the Daimyo in full.
Mission details: Find a table or tables within the casino that give a clear view of the stairwell that leads to the “VIP” access area. Infiltration is impossible due to security, but you are to report any red flags to the capital.

How many flags are you looking for of illegal activity? Personally just finding 1 isn't enough to deem this as a threat that should be pointed out. Perhaps 2-3. Your choice of course.

This isn't a matter of identifying illegal activity. This is case building. The first in a series of missions.
