Mission name: Rise of Heidel II - Gates to Heaven

Location: Refugee camp (Kirigakure - The Lake)
Reward: 1000 Ryo + 1EP
WC Requirement: 4'000
Development References: Verdandi discovers problems within the refugee camps near Kirigakure as referenced in The Refugee's and decides to take action.

Objective: Refugee Management

Mission Description: The refugees have arrived at the gates of Kirigakure. A large process including a lot of paperwork and the free will of the people will determine which refugee group will be allocated to stay in Kirigakure or be moved to subservient states of the Mist.

Mission Details: The remains of the 40'000 refugees have arrived in Kiri and a large portion of them will be shipped off to Yuki no Kuni. The ANBU Captain should oversee the selection progress and reach a verdict that makes most refugees happy about their allocation. Unhappy refugees will feel like slaves in the process and most likely try to start a revolt. Dealing with them appropriately is the key. Seeing an easy opportunity to enter Kirigakure, infiltrators from the blood country keep their identity disguised as willing refugees but they will try to sabotage the process as well as trying to get quick entry into the village.

Allies: The ANBU Captain may command a good 50 D-Rank non-ninja kiri soldiers for the proper management of the refugees. Mostly for medical attention and paperwork. Three B-Rank ANBU with standard gear and B-Rank library wind and water techniques, will be available for the captain as their squad. All allies have X-2 Stats.

Enemies: The ANBU Captain will encounter the Blood Nations Infiltrators. There are four A-Ranked individuals with katon and doton library jutsu as well as weapons equal to their rank. They will try to cause unrest at night by starting to kill the elders of the various tribes and trying to blame it on a random neighbor of them. It will be crucial to stop the infiltrators before the refugees massacre each other. All enemies have X-1 Stats.

Verdandi kept the caravan moving despite wounded soldiers. The army was successful in defending the civilians and no losses occurred on their side. Keeping the refugees happy and feeling safe within their escort party was crucial. Only this way they would follow their contemporary leader properly. Verdandi had no time to take care of the dead on the battlefield. Instead she used her radio to inform Kiri headquarters about the bandit ambush and made sure that hunter-nin, ANBU and standard ninja reinforcements would be sent to the location of their battle. ANBU were specifically ordered to scout the area and find any surviving allies as well as enemies. While Kiri soldiers would be met with medical care. The surviving bandits would be taken in for interrogation and execution. The hunters doing their job in supporting the ANBU with the bandit remains and properly taking care of identifying any unusual corpses that might be useful for examination. Verdandi didn't have to supervise them. It would be a simple clean up job. She could put her full attention to the convoy and make sure that 'Arrow' was scouting for any remains of undesirables that might try to take advantage of the weakened caravan. Verd could swear that some of the wounded guards were starting to become missing and others frankly disappeared for good. Something was certainly not quite right just yet. But alas the topic seemed to resolve itself as they finally arrived safe and sound at the gates of Kirigakure.

As per preparation and orders of Verdandi. A temporary refugee camp had been set up beforehand. The tents would quickly find themselves allocated by the various tribes. Verdandi made sure to keep the friendly ones in one end of the camp and the blood and demon clans separated on the other side. Protests from the demon refugees about being treated badly were imminent, but it was a sacrifice Verdandi was willing to make for the peace to be kept within camp. She helped personally by pumping up a good four shadow clones that would speed around camp and aid either of the major tribes by setting their bases up as they desired. No luxuries would be granted. They were well informed that the caravan would split up here and move onward to their new homes very soon. Sky, Wolf, Honey, Bird, Forest and Suna refugees seemed to behave properly. The protection by Kiri against the blood revolt and the bandits seemed to have them reassured that the Kiri Captain knew what she was doing. However, the rather brutal way she had dealt with the uprising was clearly also met with fear. None of the civilians seemed to really dare speak against her at this point. Silent chatter and rumours would only flow secretly behind closed tent shades. That Verdandi could clearly hear every word from over a hundred meters in distance, was a little fact that neither of them was aware of. Keeping Dandi properly informed easily over what was going on.

Taking precautions as to not have a second blood uprising, she made sure to personally station one of her clones near the tents that dared to speak ill about the ice princess. Marking an oppressive sign over those that might cause trouble for the masses. Utter strict control was they key to keep a violent child at bay. The occasional gentle hand would tame the beast eventually. Food would be delivered through the gates of Kiri to the camp. Distribution process was easy. With 40'000 hungry people she would find plenty of volunteers to spread the rice and water amongst the masses. Whomever didn't receive it delivered, would always be able to come and get it by themselves at the centre of the refugee camp. Security seemed to be properly provided. Food as well and shelter too. Rain would soon begin to fall and most of the refugees would seek protection from the cool breeze and the chill of wet clothes by returning to their tents. Multiple campfires would be quickly lit all around the camp. Both, within the tents, but also around them with simple Kiri soldiers positioned in guard posts. Their armor was mostly water proof. Used to the humidity of their homeland. Verdandi stayed at the central organization tent to set up the whole machinery for the selection process. Most of it was already well prepared by her ahead and part of the whole plan to begin with.

It'd be nice to have them sorted and lessen the burden off her shoulders to care for so many while in truth she usually only cared for little people to begin with. As she concentrated on the fractions and the potential home slots she had, Verd was wondering what to do with the blood and demon people. She figured, that the demons just had a bad reputation, while the blood one actually had an ill relationship with basically, well everyone. Verd made sure that the blood nation refugees would go back near their own border territory. Alone, without mixing them up with any of the other groups. There was a small village that was formed from a former guard post that was looking for lumberjacks and mineral filtering jobs. As well as fishing and mining should all be available around that place. Verd was instantly hooked on the idea and made sure that this first decision would go right through administration and on to the selection officers. Verd also made sure that the selection office would call them out and quickly assign them. The sooner she was rid of the trouble makers the better. The demon ones were looking for exile and freedom. Verd was sure she could make use of them at the border of Heidel. Demon country was hence instantly stamped and good to go for the land of snow. Alternatively, they would have to go south to Gyosha. Giving them a choice was a nice gesture, considering not all of them would like to go to the north pole?

The selection process went on for another few hours. The families could bring in their verdict and as the choices went more and more through. As soon as one of the southern regions were full, Verd would instantly organize a splitter caravan to move out. The first few thousand refugees left the camp with their food and resources. A lot of the blood refugees was moving towards their assigned fishing village. But Verd was pretty sure that a few of the trouble makers had stayed behind. Unsure what to do with them as just yet. She would tell arrow to go and scout out what's going on in the remains of blood camp. Meanwhile she got to the surprise that every single last one of the demons had accepted the offer to go to Yuki no Kuni. She was scratching her head but apparently, they live in the marshes and were rather accustomed to the cold already. She shrugged it off. A positive note for once. Verd would relocate the demons to the forward camp that would soon be moving out to the Kiri docks for their ship transport. Her goal was to get half of the less scary refugees to tag along. Twenty thousand or more. Meanwhile she would be forced to accept a lot of single-family requests that just wanted to get out and go to Kiri's southern regions uncaring of their clan or territory affiliations. Verdandi accepted. She wasn't one to force people to go where they didn't want to be. Usually.

Verdandi would find herself casually enjoying the days as they passed slowly but efficiently. A good third of the refugees had been allocated and some that were complete in their tribe-set were already moving out. The more she could see how the camp was going to empty itself, the more she felt content with what was going to happen with the whole refugee situation and overall about how things will turn out in the long run. But as usual, whenever things are generally going well, there is always a complication coming up. Verdandi started to hear rumours about village tribes that usually were quite fine with each other having troubles. Stolen goods were reported. Threats. Claims over long forgotten ill doings between nations. Someone was clearly stirring up trouble right from the core and Verdandi was feeling that if she couldn't get the hold of its source, fights were likely to break out any minute now. As a primary reaction to the thefts, Verdandi specifically called out a curfew. After ten in the eve, no one was supposed to be on the streets. Guard duty was doubled and the efforts to find the thieves were massively enhanced. While arrow was scouting the blood and demon camps, Verdandi was continuously informed about reports that she should have seen coming. The remains of the blood tribe were obviously plotting an open revolt. But why now? Most of them were already gone off for the fisher's village. Why would they cause trouble now?

Verdandi had to accept that some things within that territory would escape her borders of control, leaving her unable to take the great picture of all sabotages together was yet bothering her massively. She had to be there when the big talks happened and no one was expecting her to eavesdrop on them. So, while arrow, hammer and blade were out scouting on their usual, predictable routine. Verdandi would make sure that under the effects of obfuscate, she would sneak her way deep into the remains of blood camp and seat herself conveniently in the middle of it to keep her audio sensory going for good and to make sure her ears would pick up any and all chit chatter between each of the blood camp members. It was but to make sure that they were up to no good as she expected. But even after a good three hours of sitting and eavesdropping, more than a few racist statements about kiri and the other tribes, she couldn't really find a source of the real trouble makers. Was she wrong in suspecting the bad guys in the same spot again? She had no reason to search them elsewhere. But alas, the night was still young and a lot of ill things were yet to potentially happen. Patience was important. She had to focus her mind and concentrate on hearing out the important intel while tuning out the chit chatter and random banter that only annoyed her anyway.

In time Verdandi would finally be able to tune in on a conversation that was of less bland and more interesting nature. A sabotage in planning? Her eyes literally flickered up. Her body quickly moving in closer on the origin of the voices. The tent seemingly indistinguishable from all the others. Showing no signs as to whom special could be inside. The words became clearer however, framing sky to have killed a wolf leader. What genius plot. Simple and effective. Causing unrest among the refugees. Forcing the tribes against each other. Using unrest to slip their men into Kiri territory. Smart and simple. Something Verdandi could have come up with if she was on their end trying to sabotage and infiltrate. Reminding her well of her das as spy in sunaís capital. But it was time to see through this. Verdandiís Sharingan noticed five huge chakra pools cornering their speech in this tent. Going in there now would be her utter doom she was sure. There was no way she could deal with all of them at once. However, she now had the advantage of knowing their plot. It was only logic that sheíd make sure to make use of this information. In a last attempt to secure her advantage, Verd tried to get a very good read of every chakra signature that she could spy in that tent. Before disappearing once again under the disguise of the stealth technique, off into the night.

The next day, the first few of the blood nin infiltrators moved out into the refugee camps. Their targets seemingly clear. Sky and Bird leaders to be targeted. Killing them quickly and clean. Without pain and no scream. Leaving behind but little evidence. Enough that the other refugees finding them would be forced to believe that wold and forest country members were plotting to decimate them. The infiltrators sneaking their way into the respective tents at night. Their targets seemingly harmless, asleep in their bed. Eyes closed. The night was silent and without reason for the blood nin to fail in their given tasks. Easy it was as it seemed. But they had both been expect since long. In the sky countryís tent, was no one else then Verdandi herself, in transformed disguise, grabbing the assassinís palm the moment his blade came awfully close to her throat and without fail Verdandiís trap snatched in. A loud scream that would disturb the peace of the night echoed through the camps. Instantly putting the other assassin at unease. Unsure what was going on. His partner should not have caused such a ruckus, why the sudden fail in keeping this all secret as planned? Little did he hear that the voice in screaming was but not their supposed victim but the assassin himself. Staring in utter disbelief at his own right arm that wasÖ missing now. Verdandiís legendary blade had lifted itself from beneath the blanket.

With her tight grip on the infiltrators palm she had kept him secured in place as her sharp katana sliced through the manís flesh and slowly severed the attacking arm from the very rest of the manís body. His blood was spilling. Ironically fitting for a blood nin. Verdandi couldnít help but find amusing prospects of his pain and displeasure. Sheíd tightly grip him by the throat. There was no time for him to form any hand seals. Alas, without a second hand it was literally impossible for him to do so anymore. Verdandiís eye were glowing. Her Sharingan was staring into the terrified eyes of her victim and her cold glare would instantly answer all the manís questions as what his fate was going to be. A second scream he would not be allowed to mutter anymore. Frost would be exhaled from Verdandiís palm as it slowly covered the wounded assassin from throat to toe in ice. The frozen prison cutting his breathless gasps short. But Verdandi left him with a present. One that she thought was utterly befitting his intentions. His own kunai lifted from the ground, sheís push it into his chest before it could freeze over with ice. Letting the wound slowly open beneath his cage and allow the man to bleed to his death in his frozen prison. That was one of them dealt with. The other would find his end any moment now as well. As a similar scheme had been organized for him. The Bird leader turned out to be but no one else but ĎBladeí.

The young ANBU lifted his disguise as his cut his katana through the manís belly. But Verdandi wouldnít leave a single B-Ranked pupil alone with such a dangerous foe. Arrow moved from the shadows of her corner in the tent as she fired her projectile into his arm. Quickly picking up a second projectile to fire it at his palm whilst he lifted his kunai in desire to strike back against Blade. It would be but a fitting end that the whole surprise would end in a rather crude and bloody fashion as well. Hammer moving from his own disguised spot in the darkness to swing his insanely heavy and large weapon down onto the manís head. A nasty noise was exhaled as a bloody death would be but the very effect of the large hammer coming down and crushing the blood ninís skull in but a mere second. Headless, his lifeless body would tumble and fall to the ground. Despite being covered in the remains of brain particles and blood, Blade didnít budge a second as he withdrew his weapon, cleaned it before he cleaned himself, nodding to his squad members in approval over a job done well. Before the three of them slowly disappeared once more into the night. So, did Verdandi, using her stealth technique as she moved out, a clear goal and location in mind where to go next to look for the remaining traitors as she was content with their numbers reduced by two this night.

A few hours earlier. Verdandi had called on a secret meeting between herself and the village leaders. In disguises, herself and a few of her shadow clones moved in to each of the leaderís tents to inform them about what scheme the blood nin had in mind. Revealing their plot to them easily and there was not much of a discussion required to underline her seriousness or the truth of her words. They had seen the blood ninís disgraceful acts before in the previous camp. Yet another rise of them to try and overthrow this makeshift alliance of refugees with Kiri was but a simple thing o understand. Verdandi was pretty clear about what she expected from her tribe leaderís. She made no mistake that they could either follow her instructions tonight, or fall victim to the infiltratorís schemes. It didnít take much convincing for them to agree and switch places with her and her clones for this night. Disguising themselves as but a mere member of their tribe and hiding in one of their own kinís tent for this night and not revealing to them as to why they would do so. Keeping all of it but a secret to the very end. Verdandi had all of it planned from the start. Even what came next, was but the very root of her schemes. To make sure that all of the traitors would find an end befitting them in all manner available.

One of the remaining five was but a weakling. Probably the one organizing all of the schemes but with no power to himself. Verdandi wouldnít count him as a force to be reckoned with. By the time the remaining blood nin had realized that their scheme was coming to and instant and abrupt ending, their tent was already surrounded by the fifty kiri soldiers that Verdandi had command over. It was but a simple tactic of intimidation. To actually do one simple thing. Keeping these traitors locked in their own tent out of fear to come out. But eventually her idea wasnít quite as successful as she was hoping for. One of them used a doton technique to sink into the earth below and try to make his escape. The other stormed from the tent. As Verdandi arrived at the scene to rain her frost spikes onto the tent she only caught the seemingly weak and useless organizer of the bunch in the fray of her technique. The one that had escaped the tent would glare back in horror as he could see his boss ripped to shreds and impaled on a large frozen pillar of ice that bore its way right through his chest. Verdandi quickly commanded her squad to deal with this one here as she moved out. Using her sensory skills to cleanly search the area for her target. He wouldnít be able to escape her vision and audio sensors for long as she chased into the very only direction he could really flee towards. Away from the camp and towards the lake.

The Kiri soldiers raised their bows. Fifty arrows would come flying down towards their target. He quickly moved his palms together to form a large wall of earth around himself. Shielding from the arrows in question. Exhaling those earthen walls outwards to push those guards away with success. But he didnít count the one archer that had little in common with the rest of these mere guardians. Arrow glared at her target as she launched above him. The earthen wall seemingly incomplete in its area of protection. Before the walls impacted on the soldier, he would feel the projectile of the ANBU pupil sink into his shoulder. Screaming in pain as he broke off the wooden part of the arrow in his flesh. Pulling out the steel tip as blood slowly dripped down his skin. Blade and Hammer staying at safety distance. Enough to combine their strength with simple water gun attacks that were shot against their targetís chest. The blood nin soon facing another wave of arrows as the guards had climbed their way up the walls to target their prey. A large breath of flames was exhaled from the blood nin in a desperate way to defend himself. But as soon as the first few projectiles sank themselves into his back. Arrow shot her own aim to his calf. Forcing the blood nin to sink to his knees while blade sent a huge wave of water to swallow any remaining flames, he could dare to breath out.

At last. While he was given one more chance to stare at the moon in his own defeat. Blade had already moved in to cut his sharp katana through the manís throat. A short helpless gasp would escape the blood ninís lips before he slowly sank to the floor. At least he had one last good look at the beautiful moon above him. They say that a melancholic happiness is but one of the most fulfilling feelings you could have seconds before your end. This assassin knew his time had come and the ANBU squad showed their respect in response as they moved in to lay his corpse on itís back, closing his eyes and covering his body under a blanket. Meanwhile Verdandi stood at the corner of the lake. Her Sharingan long since connecting to her targetís movements. Her mind calm and steady. She didnít speak. She knew that the assassinís range of his technique had been exhausted. He was only reluctant to raise above earth. So Verdandi gave him all the time he needed to feel comfortable with his rise back onto the surface. Not like he had anywhere else to go now anyhow. As expected, his form would slowly raise from the ground below. His kunai at hand. His determined glare staring at Verdandi. The princess lifting her katana in response. She was ready. So was he. One final clash that should begin.

Shards of earth would be hauled at the princess. A simple shield of frost and ice would raise from the ground to capture the shards flawlessly. The ice melting back into water afterwards. Slowly forming itself to a maelstrom of water, together with a whole part of the lake, Verdandi called upon the powers of suiton as she formed an insanely huge spear if ice while letting some of the suiton come to her and surround her body in thick frozen armor. Any and all of the flames the man could spit back at her wouldnít phase her now. Before he could muster up enough chakra to send a large series of earth spikes to Verd, the Hyouton spear would come down on him. An earthen armor didnít protect him. The sheer power of her attack simply piercing through the rocks covering the mans body. Blood shooting to his eyes as his scream finally called an end to tonights hunt for monsters. His corpse soon freezing over. Becoming but another statue of Verdandiís frost. The battle was over. The infiltrators dealt with. Cleaning up the mess wouldnít take oh much too long now. Peace would soon return into the camp. The remaining allocation of refugees would go through in time easily. All knowing well, that they had a disastrously powerful princess looking after them from the shadows. Making it clear that disturbing her peace was but settled with justice. Her justice and none other. Which was as cruel, as it was beautiful.
